18F establishes conditions for group and role membership within the Cloud Foundry Platform as a service and AWS environment.

Applications and Websites Account Management Group Membership:
The Application System Owner (SO) should assign an account manager for the application if it’s not being performed by the 18F DevOps staff to manage and control user access and group membership to the application.
